LME/MCOs must report twice yearly (April 1 and October 1) to DHHS the number of individuals on the Registry of Unmet Needs for the North Carolina Innovations Waiver and the waiting list for State-funded intellectual and developmental disability services.

Reporting must include detailed information for each individual including age, ethnicity, current living arrangement, length of time on waiting lists, documented services needed, co-occurring mental health or substance abuse needs, primary and secondary disabilities, and county of residence.

DHHS must consolidate all LME/MCO reports annually by January 1 and submit a de-identified report to the Joint Legislative Oversight Committee on Medicaid and NC Health Choice and the Fiscal Research Division to assist with funding priorities.

Reporting requirements continue until behavioral health services for Medicaid recipients are no longer excluded from capitated Prepaid Health Plan contracts as defined by S.L. 2015-245.

Effective date is upon enactment.
