Clarifies that "housing facility" in animal care regulations includes both primary enclosures and common areas, where common areas are defined as open spaces where more than four dogs can exercise or play together.

Redefines "primary enclosure" to apply only to structures restricting four or fewer animals, rather than any number of animals.

Establishes that boarding kennels offering dog day care services must maintain a ratio of no more than 15 dogs per employee or supervisor within the housing facility for each common area, with a maximum of 50 dogs in any single common area at any time.

Exempts day care services at compliant boarding kennels from regulations that restrict the number of dogs in primary enclosures, provided at least one staff member is present whenever 10 or more dogs occupy a common area.

Becomes effective October 1, 2017.
