Repeals statutes allowing emergency justices and judges to be recalled for general service across North Carolina courts (G.S. 7A-39.1, 7A-39.3, 7A-39.5 through 7A-39.10, 7A-39.13 through 7A-39.15, and 7A-45.2).

Establishes a limited exception allowing retired special superior court judges who served on the business court to be recalled as senior business court judges to hear and decide complex business cases only.

Senior business court judges recalled under this exception are eligible to serve for five years from commission issuance and receive $500 per day plus expenses, compared to the $400 per day rate for other emergency judges.

Restricts the definition of "emergency judge" throughout North Carolina statutes to only special superior court judges designated for complex business cases, removing emergency recall authority for district court and general superior court judges.

Removes references to emergency judges from arbitration selection procedures (G.S. 90-21.62) and school dispute resolution (G.S. 115C-431).
