Requires judicial officials to issue a criminal summons instead of a warrant for arrest when probable cause is established based on affidavit or testimony from a private citizen.

Applies only when information comes from a private citizen under G.S. 15A-304(d)(1) or (2); does not restrict warrants based on sworn law enforcement officer testimony.

Maintains existing standards for probable cause determination but changes the type of process initiated when private citizen information supports probable cause.

Becomes effective December 1, 2017, and applies to offenses committed on or after that date.
