Creates the Historically Minority Colleges and Universities Advisory Board composed of 19 members: seven appointed by the President Pro Tempore of the Senate, seven by the Speaker of the House, and five appointed by the chancellors of historically minority UNC institutions.

Board membership includes four legislators (two from each chamber) and 15 members with connections to historically minority UNC institutions, with at least one appointee from each such institution.

Board shall study strategies to increase enrollment, retention, and graduation rates at historically minority colleges and universities within the UNC system.

Board must submit preliminary findings and recommendations to the UNC Board of Governors by December 15, 2017, and a final report to the Joint Legislative Education Oversight Committee by March 15, 2018.

Board terminates on March 15, 2018, or upon filing its final report, whichever occurs first; UNC General Administration shall provide administrative support, meeting space, and supplies.
