Proposes a new Section 38 to Article I of the North Carolina Constitution guaranteeing citizens the right to work free from undue restraints and coercion based on labor organization membership or nonmembership.

Prohibits employers from requiring employees to become or remain members of a labor organization as a condition of employment.

Prohibits employers from requiring employees to abstain from labor organization membership or to pay dues, fees, or other charges to labor organizations as a condition of employment.

Exempts lawful contracts in force before the effective date, but applies to all contracts entered into thereafter and any renewals or extensions of existing contracts.

Submits the constitutional amendment to North Carolina voters for approval at the November 6, 2018 statewide election.
