Reduces the annual membership fee for active members of the North Carolina State Bar from $300 to $50, effective July 1, 2017.

Reduces the late fee for members who fail to pay dues by June 30 each year from $30 to $5.

Maintains the existing framework for fee collection, disbursement, and compliance enforcement by the State Bar Council and courts.

Requires the secretary-treasurer to continue publishing annual financial accounts and maintaining a current list of members for distribution to county clerks and superior courts.
