Expands the definition of private protective services to include close personal protection for business executives, elected officials, celebrities, and other individuals at elevated personal risk.

Adds new Board powers including authority to issue cease and desist letters regarding unlicensed activity, acquire real property with Governor approval, establish firearms standards, and adopt a code of professional conduct for licensees.

Extends the deadline for business entities to obtain a substitute qualifying agent from 30 days to 90 days, with possible Board extension of up to 30 additional days upon petition and hearing; allows Board to impose late fees.

Requires firearm registration permits for all applicants and licensees; creates exemptions from firearms training requirements for law enforcement officers who completed basic training, retired law enforcement within three years, honorably discharged military with specified occupational specialties, and nuclear power plant security personnel.

Increases maximum civil penalty from $2,000 to $2,000 per violation and authorizes the Board to recover costs and attorneys' fees in Chapter 150B proceedings; requires acquiring parties to notify the Director 10 days prior to ownership or control changes.
