Requires the North Carolina Commission on Indian Affairs to acknowledge receipt of tribal recognition petitions within 10 days and explain petition procedures to applicants.

Mandates the Recognition Committee conduct preliminary review within 60 days of receiving a fully documented petition and provide findings to petitioner within 90 days total.

Appropriates $178,141 for fiscal year 2017-2018 and $178,141 for fiscal year 2018-2019 to create two Paralegal I positions, one Administrative Officer I position, and one temporary Genealogist/Research Specialist position.

Appropriates $1,400,000 for fiscal year 2018-2019 to cover costs of additional tribal recognitions processed during that year.

Takes effect July 1, 2017.
