Prohibits use of restraints on pregnant prisoners and detainees during pregnancy, labor, transport, delivery, and postpartum recovery unless an individualized determination finds an extraordinary circumstance exists.

Requires immediate removal of all restraints if a healthcare provider requests their removal from a pregnant prisoner or detainee.

Bans leg and waist restraints entirely on any prisoner or detainee in labor or delivery under all circumstances.

Requires corrections officials to document in writing within 10 days any extraordinary circumstance justifying restraint use, with records maintained for at least five years and made available for public inspection without identifying information.

Appropriates $250,000 in recurring funds to the Department of Public Safety for policy implementation, education, and training on these procedures, with all correctional facilities required to develop rules within 30 days and notify inmates within 60 days of the law's effective date.
