Establishes uniform authority for water and sewer systems to impose system development fees comprised of charges for existing infrastructure and future system needs, effective October 1, 2017.

Limits system development fees to new properties not previously served and developers who agree to pay fees under development agreements; fees must be reviewed annually and published in budget ordinances.

Requires collected fees be segregated and used only for repairs, maintenance, expansion, or construction of water/sewer systems, prohibiting use for overhead costs or transfer to general funds.

Makes the new statutory authority the exclusive means for imposing system development fees on water/sewer connections, invalidating conflicting local acts effective October 1, 2017, while allowing previously imposed fees to be collected.

Establishes a three-year statute of limitations for refund claims and procedures for property owners to request release or refund of improperly imposed fees through their governing body or civil action.
