Requires automatic voter registration at North Carolina drivers license offices beginning January 1, 2018, with applicants asked affirmatively whether they want to register and able to decline in writing.

Establishes automatic voter registration at public assistance agencies, state programs for persons with disabilities, and employment security offices beginning January 1, 2019, using same affirmative ask and opt-out procedures.

Mandates automatic voter registration options at community colleges and University of North Carolina institutions beginning January 1, 2019, with students required to provide electronic signatures and citizenship confirmation.

Requires all automatic voter registration applications to be electronically transmitted to county boards of elections within five business days and meet the same registration deadlines as traditional applications.

Directs the State Board of Elections to conduct an education and outreach campaign to inform citizens about automatic voter registration procedures.
