Direct the Joint Legislative Education Oversight Committee to study the impact of the Every Student Succeeds Act (ESSA) on North Carolina's student performance assessment system and school report cards.

Committee shall examine requirements for annual school report cards issued by the State Board of Education and the calculation of school scores and grades under G.S. 115C-83.15.

Committee must make recommendations on minimal statutory changes necessary for North Carolina to comply with ESSA requirements for federal student accountability reporting.

Any recommended changes to score and grade calculations must continue to establish student proficiency as the primary indicator of school performance.

Committee shall report findings and legislative recommendations to the General Assembly when the 2018 Regular Session convenes.
