Establishes "BRIGHT Markets" (Broadband, Retail online services, Internet of Things, GridPower, Health care, Training and education) as targeted economic development sectors and authorizes grants and loans for digital infrastructure supporting these markets through the Rural Infrastructure Authority.

Separates digital infrastructure from physical infrastructure in the Rural Economic Development Division's grant program, allowing dedicated funding for broadband, computing, and communications components in underserved areas.

Includes digital infrastructure in public-private partnership definitions under G.S. 143-128.1C, enabling government entities and private developers to collaborate on broadband and communications projects.

Requires annual reporting by the North Carolina Board of Science, Technology, and Innovation on technology and innovation impact in BRIGHT Markets, including recommendations for establishing a "BRIGHT Futures Innovation Fund" to provide grants and loans for BRIGHT Market enterprises.

Mandates evaluation and reporting by multiple state agencies (NCWorks Commission, Department of Commerce, community colleges) on workforce development, certification programs, and data-sharing capabilities to support employment in BRIGHT Market segments.
