Clarifies that the North Carolina Commissioner of Motor Vehicles may enter into motor vehicle registration and licensing reciprocity agreements with foreign nations, not just other states or jurisdictions within the state.

Removes language restricting agreements to "interstate or intrastate operations" and replaces it with broader language permitting agreements for "motor vehicle operations" generally.

Requires reciprocity agreements to provide that vehicles registered or licensed in North Carolina receive equivalent exemptions, benefits, and privileges when operated in the foreign jurisdiction as vehicles from that jurisdiction receive in North Carolina.

Maintains requirement that any agreement be determined to be in the best interest of North Carolina and its citizens and be fair and equitable based on economic benefits from commerce.

Becomes effective upon enactment.
