Directs the Dean of the School of Government at UNC-Chapel Hill to convene a working group to study the gubernatorial transition process in North Carolina.

Working group shall include senior policy staff members from the past four North Carolina Governors' administrations and examine infrastructure, cabinet agency transition and leadership, memorandums of understanding between incumbent and candidates, and disclosure of executive actions from the last 6-12 months of incumbent administrations.

Working group may reference the findings and recommendations of the Kauffman and Leavitt Presidential Transition Improvement Act of 2015 (Public Law 114-136) in conducting its study.

Working group must submit findings, recommendations, and any proposed legislation to the Senate and House Majority and Minority Leaders no later than April 15, 2018.

Working group terminates upon the earlier of filing its report or April 15, 2018.
