Allows absentee ballots received by a county board of elections by mail one day after the election without a postmark to be accepted if received by 5:00 P.M.

Requires the county board of elections to verify and stamp the receipt date on ballots received without a postmark to establish they arrived within the one-day deadline.

Ballots received without a postmark one day after the election are deemed to have been postmarked on or before election day upon verification of receipt.

Maintains existing requirement that postmarked absentee ballots must be received no later than three days after the election by 5:00 P.M.

Effective upon becoming law.
