Designates December as Marrow Donation Awareness Month in North Carolina.

Appropriates $26,000 to the Department of Health and Human Services, Division of Public Health for the 2017-2018 fiscal year to provide free public information about bone marrow donation and raise awareness about the process.

Appropriates $250,000 to implement a pilot program at two sites (Edgecombe County and Wake County Department of Motor Vehicles) to encourage North Carolina residents to join the National Marrow Donor Program's "Be the Match Registry," with each site receiving $125,000.

Requires the Department of Health and Human Services to report on pilot program status to the Joint Legislative Oversight Committee on Health and Human Services by February 1, 2018, and submit a final report by May 1, 2020.

Effective date is July 1, 2017, except for the month designation which takes effect immediately upon enactment.
