Prevents the State Board of Education from reducing allotments for school districts significantly impacted by Hurricane Matthew (October 2016) below 2016-2017 fiscal year levels if average daily membership in 2018-2019 is at least 2% or 100 students lower than anticipated.

Requires the State Board of Education to use the 2016-2017 budget rating for calculating transportation allotments in 2018-2019 for affected school districts if the current budget rating would be lower.

Applies only to local school administrative units significantly impacted by Hurricane Matthew's unusual and extraordinary weather conditions.

Effective for the 2018-2019 fiscal year only.
