Allows absentee ballots received by mail one day after an election without a postmark to be counted if received by 5:00 P.M.

Requires county boards of elections to verify receipt of non-postmarked ballots by stamping the date received on the ballot.

Deems ballots received without a postmark one day after the election to have been postmarked on or before election day upon verification of receipt.

Maintains existing requirement that postmarked absentee ballots must be received within three days after the election by 5:00 P.M.

Effective upon enactment into law.
