Directs the Revenue Laws Study Committee to study creating a sales tax exemption for tax-exempt nonprofit corporations to replace the current requirement for nonprofits to pay sales tax and then seek refunds.

Study must examine negative effects, if any, on county budgets from local sales tax revenues that would need to be refunded to nonprofit corporations under a new exemption system.

Committee must report findings and any recommended legislation to the 2018 Regular Session of the General Assembly.

Effective upon enactment into law.
