Establishes automatic voter registration at Division of Motor Vehicles offices beginning January 1, 2019, requiring DMV to automatically register eligible applicants for driver's licenses or special identification cards unless they affirmatively decline.

Implements automatic voter registration at public agencies (welfare, disability services, unemployment) beginning January 1, 2020, with staff required to ask applicants if they wish to register and obtain necessary information if they consent.

Requires community colleges and University of North Carolina institutions beginning January 1, 2020 to offer automatic voter registration during student course enrollment, with students able to decline registration.

Mandates the Bipartisan State Board of Elections and Ethics Enforcement develop and implement an education and outreach campaign to inform citizens about automatic voter registration procedures.

Specifies that applicants must provide electronic signatures attesting to the truthfulness of their information, with fraudulent registration constituting a Class I felony, and requires electronic transmission of applications to county boards of elections within five business days.
