Allows cities and special districts that span multiple counties to enter interlocal agreements with county boards of elections regarding administration of municipal elections.

Requires interlocal agreements to be approved by the State Board of Elections before use in any municipal or special district election.

Limits interlocal agreements to a maximum duration of two years.

Maintains existing authority of county boards of elections to administer voter registration and conduct all elections in municipalities and special districts absent an interlocal agreement.

Takes effect upon enactment into law.
