Allows absentee ballots without a postmark to be accepted if received by mail by the county board of elections no later than one day after the election by 5:00 P.M.

Requires county boards of elections to verify receipt of unpostmarked ballots by stamping the ballot with the date it was received.

Deems unpostmarked ballots received one day after election to have been postmarked on or before election day upon verification of receipt by the county board.

Maintains existing requirement that postmarked ballots must be received within three days after the election by 5:00 P.M.

Effective upon enactment.
