Increases the allowable percentage of total annual North Carolina State Lottery revenues that the Lottery Commission may use for advertising expenses from 1% to 2%.

Removes the advertising expense cap from the general 8% operating expense limitation and establishes it as a separate 2% cap under new subsection (a1) of G.S. 18C-162.

Change was recommended by the joint legislative oversight committee on the North Carolina State Lottery.

Becomes effective July 1, 2018.
