Excludes direct sellers from the definition of employment for unemployment insurance purposes, effective July 1, 2018.

Delays the effective date for requiring employers to respond to unemployment insurance claims within 10 days from July 1, 2018 to January 1, 2019.

Reduces the required weekly job contacts for unemployment insurance claimants from five to three contacts per week, effective July 1, 2018.

Requires employers with 10 or more employees to file the wage and employee information portion of the quarterly tax report electronically, effective January 1, 2019; imposes a $25 penalty for non-compliance.

Establishes a procedure allowing claimants to withdraw unemployment insurance claims within 10 days of receiving their monetary determination upon a finding of good cause by the Assistant Secretary.
