Charter schools, regional schools, UNC laboratory schools, and nonpublic schools accepting opportunity scholarship grants must adopt a School Risk Management Plan (SRMP) in coordination with local law enforcement, using the School Risk and Response Management System (SRRMS).

Required schools must provide schematic diagrams (including digital versions) and either keys or emergency access devices (such as KNOX boxes) to main entrances of all school buildings to local law enforcement agencies, with updates when substantial modifications are made.

Each required school must hold at least one full school-wide tabletop exercise and drill annually based on SRMP procedures, including a practice lockdown for intruders; schools are encouraged to conduct drills for multiple hazards with local law enforcement and emergency management participation.

Required schools must provide schematic diagrams and emergency response information to the Division of Emergency Management, which shall securely store and distribute this information to first responders, emergency personnel, and school staff.

Private church schools and other nonpublic schools not accepting scholarship grants are encouraged (but not required) to adopt SRMPs, provide schematic diagrams to law enforcement, conduct safety exercises, and share information with emergency management.

Act becomes effective July 1, 2019, for the 2019-2020 school year.
