Requires municipal police agencies to ensure any person employed as a telecommunicator meets all certification requirements established by the Criminal Justice Education and Training Standards Commission, effective July 1, 2020.

Exempts telecommunicators employed before March 1, 1998, from entry-level training requirements but still requires them to meet ongoing certification and retention standards.

Allows the Commission to issue certificates to applicants who demonstrate completion of equivalent training programs or courses in other jurisdictions.

Applies to new hires at municipal police agencies going forward; existing employees hired before the effective date are grandfathered under previous standards.
