Clarifies that prevention of and response to deliberate acts of violence (human-caused emergencies) are within the scope of North Carolina's emergency management act, distinct from naturally occurring events.

Establishes the Division of Emergency Management as the lead state agency responsible for coordinating risk management in public schools, public institutions of higher education, and public facilities.

Creates Office of School Risk Management and Office of Public Facility Risk Management within the Division to develop coordinated statewide systems addressing prevention and response to human-caused emergencies.

Requires each county to establish and maintain an emergency management agency and develop emergency management plans addressing prevention of and response to human-caused emergencies in schools and public facilities.

Makes risk management information and plans for schools, higher education institutions, and public buildings confidential and exempt from public records requirements.
