Directs the Section Chief of the Department of Public Instruction's Licensure Section to establish a cross-training program for all staff responsible for processing educator licensure applications.

Cross-training program must ensure seamless and timely service to applicants, including coverage when staff are unavailable and consistent information across all staff members.

Requires staff to work efficiently through all application stages, maintain job descriptions aligned with processing goals, and develop knowledge to handle challenging applications and applicant questions.

Mandates the Section Chief submit an annual report by March 15 to the Joint Legislative Education Oversight Committee detailing program implementation, application processing times, staff efficiency improvements, and applicant satisfaction levels.

Becomes effective upon enactment.
