Extends the virtual charter school pilot program from four school years (ending 2018-2019) to eight school years (ending 2022-2023)

Maintains existing operational requirements including maximum enrollment caps of 1,500 students in the first year, increasing up to 2,592 by the fourth year, and teacher-to-student ratios of 1:50 for K-8 and 1:150 for grades 9-12

Requires participating schools to maintain an administrative office in North Carolina, establish testing centers in each of the eight State Board of Education districts, and ensure at least 80% of teaching staff reside in North Carolina

Mandates the State Board of Education provide reports to the Joint Legislative Education Oversight Committee on pilot program findings at five years of operation (by November 15, 2020) and seven years of operation (by November 15, 2022)

Allows virtual charter schools that successfully meet pilot program requirements to be approved for permanent operation by the State Board of Education without additional application requirements
