Requires the State Board of Education and Department of Public Instruction to submit an annual report to the Joint Legislative Education Oversight Committee by March 30 each year on local school compliance with cursive writing and multiplication table requirements.

Report must include the percentage and list of school administrative units complying and not complying with cursive writing requirements under G.S. 115C-81.75.

Report must include the percentage and list of school administrative units complying and not complying with multiplication table memorization requirements under G.S. 115C-81.80.

Report must list all instructional strategies used by each school administrative unit to teach cursive writing and identify what percentage of units use each strategy statewide.

Report must identify any school administrative units that fail to respond to Department of Public Instruction inquiries and provide the percentage of nonresponsive units.
