Authorizes the Joint Legislative Oversight Committee on Health and Human Services and the Joint Legislative Education Oversight Committee to each appoint subcommittees to study medical education and residency programs in North Carolina.

Subcommittees may work jointly or independently and shall examine state health care needs, funding benefits, policy improvements, and develop evaluation protocols for allocating state funds to medical education and residency programs.

Requires the Department of Health and Human Services to submit a comprehensive report by August 1, 2019, including information on medical school slots, residency slots, funding for medical schools and health education centers, Medicaid Graduate Medical Education reimbursement, and strategies to address rural health care provider shortages.

Directs appointed subcommittees to develop a statewide plan to support medical education and residency programs with an interim report by November 1, 2018, and a final report by March 1, 2020, with focus on addressing rural health care access needs.

Subcommittees shall terminate on March 1, 2020.
