Senate Bill 735 Summary

• Merges the State Board of Barber Examiners and North Carolina Board of Electrolysis Examiners into a single North Carolina Board of Barber and Electrolysis Examiners effective January 1, 2019.

• Reforms occupational licensing board financial reporting by requiring boards with budgets of at least $100,000 to conduct annual financial audits (instead of simple financial reports) and establishing a uniform fiscal year of July 1 to June 30.

• Requires public schools, charter schools, and private schools to display the national motto "In God We Trust" and state motto "esse quam videri" in at least one prominent school location, effective December 1, 2018.

• Grants school psychologist licenses to individuals holding the Nationally Certified School Psychologist credential from the National Association of School Psychologists within 60 days of application.

• Makes various administrative law changes including clarifying contested case procedures, allowing marketplace contractors for digital platforms to be classified as independent contractors meeting specific written contract requirements, and expanding the Massage and Bodywork Therapy Board.
