Establishes Chapter 50E authorizing extreme risk protection orders (ERPOs) allowing family members or law enforcement to petition courts to temporarily restrict a person's firearm access if they pose danger to themselves or others, with clear and convincing evidence standard for ex parte orders and preponderance standard for full orders lasting up to one year.

Requires permits for purchase of assault weapons and long guns (in addition to existing handgun permits), with detailed definitions of assault weapons including specific rifle and pistol models, and defines long guns as shotguns or rifles not classified as antique firearms or assault weapons.

Prohibits sale of assault weapons or long guns to persons under age 21 for assault weapons and under age 18 for long guns and handguns, making violations a Class H felony, with exceptions for lawful temporary use under supervision and inheritance circumstances.

Bans manufacture, sale, possession, and use of bump stocks, trigger cranks, and similar devices designed to increase firearm rate of fire, making violations a Class I felony.

Appropriates $65.5 million in nonrecurring and recurring funds for anonymous safety tip line expansion ($2.03 million), school safety improvements ($65 million), instructional support personnel like counselors and nurses ($40 million), and school resource officers in elementary and middle schools ($7.4 million).
