Authorizes the sale of alcoholic beverages on passenger-only ferries operated by DOT, subject to state tax compliance requirements.

Allows DMV to waive knowledge and skills tests for qualified military truck drivers transitioning to commercial driver licenses and permits DMV to share driver medical records with state and federal authorities for commercial motor vehicle safety determinations.
