Appropriates $10,000,000 from the General Fund to the North Carolina Partnership for Children, Inc., for the 2018-2019 fiscal year to promote young children's healthy development.

Funds must be used for evidence-based parent education programs and evidence-based home visiting programs that provide education, information, and resources to parents.

Allows the North Carolina Partnership for Children, Inc., to use up to 2% of appropriated funds for statewide program management and evaluation, with exemptions from certain administrative cost and funding match requirements.

Requires the North Carolina Partnership for Children, Inc., to report to the Joint Legislative Oversight Committee on Health and Human Services by March 1, 2019, including preliminary outcomes and recommendations from the initiative.

Effective July 1, 2018.
