Establishes the Psychology Interjurisdictional Compact (PSYPACT) to allow licensed psychologists to provide telepsychology services and temporary in-person services across state lines without obtaining a license in each state.

Creates the Psychology Interjurisdictional Compact Commission with representation from each member state to set rules, maintain a coordinated licensure database, and oversee compliance with the compact.

Permits psychologists licensed in a "Home State" to practice telepsychology in "Receiving States" and conduct temporary in-person practice for up to 30 days per calendar year in "Distant States" through special certification processes (E.Passport and Interjurisdictional Practice Certificate).

Authorizes each state's Psychology Regulatory Authority to investigate complaints, take disciplinary action, and share licensure and adverse action information through a coordinated database accessible to all member states.

Becomes effective once seven states have enacted the compact; allows states to withdraw with six months' notice, and requires all future amendments to be enacted by all member states to take effect.
