Permits the Village of Tobaccoville to use Powell Bill funds (allocated under G.S. 136-41.1) for planning, construction, and maintenance of parks and recreational facilities.

Creates an exception to G.S. 136-41.3(a), which normally restricts the use of these funds.

Applies to all Powell Bill funds received by Tobaccoville before, on, or after the effective date of the act.

Becomes effective upon enactment.
