Removes a 2.06-acre parcel of property from the corporate limits of the City of Winston-Salem, specifically described as part of the Fred A. Pfaff Estate (Luther Pfaff land) located near Hilltop Road.

Preserves the City of Winston-Salem's existing liens for ad valorem taxes and special assessments on the property, which may be collected or foreclosed upon after the effective date despite the deannexation.

Becomes effective June 30, 2018, with the property exempt from municipal taxes for taxable years beginning on or after July 1, 2018.
