School Security Act of 2018 (S 756)

• Creates the position of "teacher resource officer" - a certified teacher who becomes a sworn law enforcement officer and carries firearms on school property with a 5% salary supplement up to a cap of 3,000 statewide officers at a ratio of one per 500 students.

• Establishes the Teacher Resource Officer Grant Program providing up to $4.77 million in nonrecurring funds to cover full costs of Basic Law Enforcement Training for candidate teacher resource officers, prioritizing those with prior law enforcement or military experience.

• Permits law enforcement agencies (city police, county sheriff, or school boards) to certify and maintain teacher resource officers; requires active shooter training every five years and keeps officer identities confidential from public records.

• Authorizes private school employees and volunteers with concealed handgun permits to carry firearms, tear gas, or stun guns on school property with written authorization from school board and local sheriff, provided they complete 8 hours of annual firearms safety training.

• Allows persons with concealed handgun permits to carry firearms in places of religious worship located on school property during worship services when students are not attending class.
