• Department of Administration must report by December 1, 2018 on status of contract management system procurement, with updates every six months thereafter until implementation is complete.

• Department of Administration must implement by December 1, 2018 a requirement for state agencies to achieve a 10% reduction in annual contract value as a condition for contract amendments that extend contract length, with specified exceptions for Department of State Treasurer contracts.

• Department of Administration must reduce state-owned passenger motor vehicle inventory by 5% by June 30, 2019 from the June 30, 2018 inventory level.

• Legislative Services Office must conduct multiple business case analyses by December 1, 2019 on employee office space usage, sale/lease of Old Revenue Building, facility management services, document scanning expansion, and parking facility revenue opportunities.

• State Auditor must conduct performance audit on outgoing mail service cost reduction alternatives and report findings by June 30, 2019; G.S. 143-55 amended to require all state agency requisitions to be made through NC E-Procurement system effective November 1, 2018.
