Directs the Government Data Analytics Center to establish a task force to study data collection and sharing on education and employment outcomes for individuals with intellectual and developmental disabilities through the North Carolina Longitudinal Data System.

Task force must include representatives from at least 11 entities including the Departments of Health and Human Services, Public Instruction, Commerce, and Labor; the UNC system; community colleges; schools; and community organizations serving individuals with disabilities.

Task force shall study uniform disability definitions, individual identifiers across agencies, common performance measures, tracking timeframes, interagency data sharing agreements, and privacy law compliance (FERPA, HIPAA, Internal Revenue Code).

Task force must identify limitations to data sharing and propose best practices for maximizing data sharing while remaining compliant with state and federal privacy laws, and develop strategies for situations where the data system cannot be used.

Government Data Analytics Center must report findings and legislative recommendations to the Joint Legislative Education Oversight Committee and Joint Legislative Oversight Committee on Health and Human Services by October 1, 2018.
