Authorizes the chancellor of UNC-Chapel Hill to relocate a Confederate soldier monument (sculpted by John Wilson, dedicated June 2, 1913) from McCorkle Place to a secure indoor location on campus, exempting the action from restrictions in G.S. 100-2.1.

Requires the monument be moved to an indoor site that is readily accessible to the public for free viewing on a regular schedule, with relocation to be completed by April 1, 2020.

Appropriates $10,000 in nonrecurring funds to UNC-Chapel Hill for fiscal year 2018-2019 to identify the new site and develop relocation and preservation plans, with unexpended funds carrying forward through fiscal year 2019-2020.

Mandates the chancellor report to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources and the Joint Legislative Education Oversight Committee by April 1, 2019, detailing the selected site, relocation progress, process followed, and associated costs.

Requires UNC-Chapel Hill to use non-State funds for the actual monument relocation and any additional costs beyond the $10,000 planning appropriation.
