Establishes a pilot program for Greene County allowing municipalities and sanitary districts to mail absentee ballots to all registered voters upon adoption of a local resolution, for elections held November 5, 2019, notwithstanding the current requirement for voters to request absentee ballots in writing.

Requires the Greene County Board of Elections to send address verification notifications to registered voters before mailing ballots, and to follow standard voting procedures for voters with undeliverable notifications.

Authorizes the Greene County Board of Elections to establish a centralized polling location on election day for municipalities or sanitary districts participating in the absentee ballot pilot program.

Amends G.S. 163A-1310(b)(1) to allow absentee ballots to be returned by mail in preaddressed, postage-paid envelopes, removing the previous requirement that voters pay for return postage on courier services.

Applies only to Greene County and becomes effective upon enactment.
