Expands Medicaid eligibility beginning January 1, 2019 to cover all people under age 65 with incomes at or below 133% of the federal poverty level, projected to serve approximately 478,000 additional North Carolinians.

Appropriates $17,395,164 in state funds for administrative costs and $143,504,770 for service costs in fiscal year 2018-2019, paired with an estimated $1,283,000,004 in federal matching funds.

Creates a Medicaid Expansion Assessment on hospital providers to fund the state share of expansion costs, calculated as a percentage of each hospital's Medicaid services billed.

Reduces appropriations to the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services by $10,170,992 to account for savings from other state programs.

Repeals the prohibition on Medicaid expansion contained in S.L. 2013-5 and takes effect July 1, 2018.
