Reduces General Statutes Commission membership from 14 to 13 members by removing the appointing authority of the Charlotte School of Law (NC), Inc., which has closed, effective August 31, 2019.

Changes the start date of commission member terms from June 1 to September 1, with corresponding expiration date moved from May 31 to August 31.

Simplifies vacancy procedures by allowing the original appointing authority to fill unexpired terms directly, removing the previous deadline-triggered appointment process and Governor fallback mechanisms.

Extends current commission member terms through August 31 of the year in which they would otherwise expire to accommodate the transition to new term dates.

Clarifies that holdover members continuing to serve under the new holdover provision are not subject to the vacancy appointment procedures.
