• Corrects grammar and language throughout North Carolina General Statutes, including changing "shall be" to "is" and replacing obsolete terminology with modern equivalents.

• Amends G.S. 14-151 regarding interference with utility meters and services, clarifying criminal penalties ranging from Class 1 misdemeanor to Class D felony depending on severity and circumstances.

• Makes technical corrections to driver's license provisions (G.S. 20-9 and 20-37.7), vehicle weight limitations (G.S. 20-118), and special identification card procedures.

• Updates the North Carolina Uniform Power of Attorney Act to clarify agent duties, termination procedures, and compensation, including provisions for registered powers of attorney at registers of deeds.

• Renames the "Research Division" to "Legislative Analysis Division" and repeals Article 18A of Chapter 136 and Section 4 of Chapter 168 of the 1989 Session Laws as part of general statutory cleanup.
