Establishes a process for monitoring spans of control and organizational layers within state agencies, effective December 1, 2018.

Requires the Office of State Human Resources to incorporate spans of control and organizational layers into position and job classification analyses conducted after January 1, 2019, and document justifications when positions do not meet minimum span of control ratios.

Mandates each state agency publish and update organizational charts quarterly on its website, with the Office of State Human Resources collecting and displaying standardized charts semiannually.

Requires the Office of State Budget and Management to report biennially starting October 1, 2020, to legislative committees on agency spans of control, organizational layers, supervisory ratios, and recommended benchmarks for each job classification.

Directs the Office of State Human Resources to complete by December 1, 2018: developing standardized organizational layer nomenclature, adopting a policy for supervisory structure change reporting, establishing a standardized chart format, and developing technical leadership tracks as an alternative to supervisory promotions.
