Department of Public Instruction must study and report by January 15, 2018 on costs to local school administrative units of complying with federal education funding mandates.

Joint Legislative Program Evaluation Oversight Committee may include evaluation of K-12 federal compliance costs in its 2017-2018 Work Plan and report findings to the General Assembly.

Establishes a 10-member Joint Legislative Study Commission on Efficiency and Cost-Savings in State Government with 5 senators and 5 representatives appointed by legislative leaders.

Commission conducts zero-based budgeting review of the Department of the Secretary of State to identify obsolete programs, cost-reduction opportunities, and service delivery alternatives.

Commission must submit interim report to 2018 regular session and final report to 2019 General Assembly, then terminates upon filing final report or convening of 2019 General Assembly.
